Ages of kids: 5 and 7

Problem: 3 things I'm trying to get through my kids, 5 and 7, is Respect, Obey, and No Lieing. When I go into stores I make it clear what we are going to get before we go in and A LOT of praise. I look to the Bible for all my questions.

I need help with the whining, though. I ignore it but it drives my husband nuts any advice?
