Ages of kids: 8 and 8 months

Problem: I have a lovely 8 year old step daughter and an 8 month old of my own. The two both adore each other. My concern is how to explain to my little one why her sister doesn't live with us all the time (I just want to be prepared even though it's a year or so away). I want to make sure that she doesn't get frightened or think that someday she will have to live in two places, too.
