Chop onion, tomato, Shred lettuce and place all in separate bowls. Brown Ground Beef with approx. 1/2 of chopped onion. When beef is browned, drain and add Taco Seasoning with 1/4 cup water. Stir well. Add refried beans and stir well. Reduce heat and bring to a SLOW simmer for approx. 5 mins (this allows the flavors to cook through), stirring often so as not to scorch beans. Remove from heat when done. In a separate saucepan, cook Rice with a pinch of Chili Powder, salt, and 3 tbsp of Salsa added to the water. Remove Beef/Bean mixture from skillet and place in a medium sized bowl for further mixing. When Rice is done, add it to the Beef/Bean mixture and stir well. Take one Tortilla shell and sprinkle it with the Shredded Cheddar Cheese. Place in a CLEAN skillet in VERY low heat. (an electric skillet set to "warm" works best for this) Heat ONLY until Cheese begins to melt making sure that Tortilla is still soft. Place Tortilla on plate and spoon 1 or 2 Tbsp of Beef/Been mixture on. Sprinkle Chopped Onions, Tomatoes, Shredded Lettuce and cheese over the top. Roll Tortilla. Top with Salsa and more cheese if desired. Serve with Spanish Rice and Refried Black Beans.
