Ages of kids: 3 1/2 and 8

Problem: My son will be 4 in July and refuses to use the potty. He will wear underwear for hours at a time and will not have a accident not even a little one, but when he needs to go he insists on going in a diaper. He can even sleep in underwear and no problems, when he wakes up he needs a diaper. Is he just stubborn or do I have a bigger problem? Help, he will be starting preschool in the fall and I would like to get this going while I have the summer. I would appreciate any feedback. Thanks.
