Ages of kids: 12, 10, 6 and 1/2

Problem: My daughter is 6.5 and in first grade. She has been struggling with reading since September. It is now almost March and the teacher wants her to stay back. I am very torn, I don't know what to do. They say because she is a June birthday she is to young. The reading program at her school is whole language, and she goes out of class 20 minutes a day for basic skills. But it just does not seem to be clicking. Even though she can memorize her site words and does well in spelling she has trouble when she has to read a story, and take a skill test. I just hired a tutor hoping this will help. If anyone has any input I would appreciate it.
